Looks like Sgt. Douglas Sword is now a serial cop killer (as in a cop who has killed multiple people), two notches on his belt in the space of a month ....

    Recently involved in a shooting:

Turn to 23: Man killed after armed standoff with Kern County Sheriff's deputies -- KCSO: Man opened fire at deputies (Apr 19 2013)

A man was shot and killed during a shootout with Sheriff's Deputies Thursday evening.
According to the Kern County Sheriff's Department, the incident began on the 1200 block of Wilson Rd. They received a call of spousal abuse, but when deputies arrived, both the suspect and his girlfriend had left the scene. Then, a few minutes later, they were called to a home on the 300 block of Belle Avenue to reports of shots fired. Deputies tried to make contact with a man inside the home and that's when he fired several shots at them. 5 Deputies returned fire, injuring the man before he went back inside the home.

Time to put a bounty on them. This can be done with Bitcoin.

Is there any possibility to get a description of these killer cops, or images?
I'm wanting to an art project and would like to capture their likeness

Photograph them, I guess. There is no expectation of privacy in public places. You are free to photograph any police officer at work basically anytime, anywhere, as long as you don't obstruct them.

Just remember that you're dealing with the biggest gang in Kern County, and they've already beaten three people to death. Please don't become #4.

Oh no worries, I live far away from your dreadful county in my own gangsters with badges paradise.
I want to create something that will help people remember David Silva, and other thousands of poor victims who met such a horrid fate.
